A Brief History of Bangladesh Rakhaing Students Council


This BRSC (Bangladesh Rakhaing Students Council) is one of the major organizations among others Rakhaing organizations, it was formed since 1996. But as a result of being facing with under the various kinds of way, and it was so think nearly a decade.
Now, we reformed our BRSC again under the necessary of present situation with seventy members on 26th May, 2006. Our main objective is to improve the Rakhaing students preserve and promote our mother tongue, culture, tradition, customs, etc and to fight for our constitutional rights.

Rakhaing is one of the ethnic minority communities living in various regions in Bangladesh beside majority Bengali. Rakhaing, most familiar as indigenous, are very proud to have their own language, culture, tradition, and customs etc, which are essential elements to be termed as a nation. But some so-called writers state them as “tribal” in various cases, which is not a comprehensible to us at all. It is to note here that in Bengali language we termed as “Upojati” what a humiliation it is for us to imagine that the most appropriate conversion into English of Upojati is “Sub-nation”! Such rudeness is not acceptable to us at all.

Rakhaing community in Bangladesh is now beset with manifold problems and it is very reasonable to term the Rakhaing as a backward community in this country. Our socio-economic condition is taking critical shape day by day.

Language:

It is a matter of great regret to notice that there are lots of Rakhaing in new generation who cannot speak, read and write accurately even in their own language, it is a matter of very shameful for us. One of the main reasons of which is that the new generation don’t have any opportunity to take lessons of Rakhaing language. But it does not mean that we had this opportunity earlier, although language is one of the most essential elements, on which survival of a nation or community depend.

Education:

Though the overall rate of literacy in Bangladesh has increased, but the rate for Rakhaing in this field is lower than expectation. There are many Rakhaing inhabited areas, where the people don’t know the importance of education and are unable to feel the necessity to send their children to school at all. Besides, now a days, the education cost is too high to afford for many Rakhaings as they are living under poverty. About seventy percent of the

Rakhaing in this country are day labors, most of who have no ability to spend educational expenses for their children.
There are no reservation seats in higher educational institutions as well as in government jobs (Public Service Commission- PSC) for Rakhaing, while other minority communities in the country are enjoying same opportunities. But it is very difficult to occupy a place in those fields competing with majority Bengali, because of various problems including language diversity, poverty, distance. That’s why, it is very reasonable to initiate such opportunities for Rakhaing as others are having.

Profession:

Although some Rakhaings are engaged as profession in Govt. semi government, NGOs, teaching, etc. But we can’t deny that the main professions of this community are still weaving, fishing, agriculture, goldsmith and various handicraft- relating jobs. But the production costs of those are too high at present as a reset of price increase of the ingredients make most of such workers to spent their valuable times with no jobs even in peak- seasons.

Religion:

There are many Buddhist monuments, temples, pagodas, Buddha’s statues, etc, the architectural performances in the construction of which cannot but hold easily the attention of all the beauty lovers, are now about to demolish for the lack of proper maintenance and co-operation from the administration, government while these are termed us not only the sacred place for the Rakhaing Buddhist, but also the valuable assets for the country as these are enriching the tourist industry in Bangladesh. A pagoda on the peak of Thaikyantown in Cox’s Bazar has already been demolished in the mid 2000. The pagoda was in decaying condition for a decade and the authority of this pagoda had asked several times to the local administration and submitted applications to high levels of the government for cooperation and proper steps to safe the pagoda, but there was no reasonable answer from them. It is to state here that Wimahlatara Kyaung, an important as well as one of the biggest Buddhist temples in this country, is now under the ownership of local Bengalees and they have taken this sacred temple forcibly with the help of some so-called Rakhaing owner of the temple who are now hiding in Arakan in Burma selling the land of this temple to those Bengalees.

Culture:

Rakhaing has its own culture, traditions and customs, etc that are missing day by day, since there is no opportunity to practice and lack of cultural (dancing, singing) teachers are , as well, one of the reason behind such missing. There is no effective step of government to preserve our enriches cultures. The Bangladeshi Rakhaings have been carrying out movements and submitting application to government and other respective authorities to take proper actions to set up a Rakhaing Cultural Institute (there are such institutions in other minority ethnic community inhabited areas) with a view to practice, promote and delaying to grant for such an institution by showing various lame excuses. Cultures and tradition, although, of Rakhaing have been enriching, even in this situation, those of Bangladesh, it is to say without any hesitation.
In order to improve the above mentioned situations, it is very important to make our community to be united. It is high time for us to be realized that with a view to uplift our overall situation for the survival of this beloved but back warding ethnic group in this country, we are badly in need of a well organized organization, and hence, we, the Rakhaing students had to reform the Bangladesh Rakhaing Students Council.

Ongoing activities:

We have taken various activities regarding the interest of our community, some of the important activities of which are as follows:
1. Child education is our first priority. We offer free education to the children whose parents don’t have the ability to send their children to school.
2. Language is one of the most important things of a nation but the number is really very poor that are having the opportunity to take education of Rakhaing language. We give language education to the people of all age.
3. We are working on social awareness to safe our culture, tradition, customs, etc. by arranging workshop, seminar.
4. Children are enjoying financial allowance from our organization, by which they can meet their monthly fees, exam fees and other educational expenses.
5. Our movements to save religion assets, such as Buddhist religious monuments, temple, pagoda, etc, are going on since the beginning of the organization. Besides these, we teach our community people to perform religious activities. For example, we teach the youth and children how to do worship, meditation.

Aim and Objectives

1. The rights of taking education in mother language at least up to class five (Grade 5) for Rakhaing students.
2. Reserved seats for Rakhaing students in educational institutions as well as in government and semi-government jobs.
3. Constitutionally declaration as indigenous community.
4. Form a separate ministry for all the indigenous people of plain districts in which an indigenous ethnic will chair the post of minister.
5. Implement the proposed Rakhaing institute.
6. Save the Buddhist religious asset and solve the land related problems of Rakhaing in Bangladesh.
7. To take proper steps to reserve Rakhaing language, culture, customs, traditions and so on.

Declaration on Renewing of the Bangladesh Rakhaing Students Council

This Bangladesh Rakhaing Student Council is one of the organizations, like other community between Rakhaing organizations since 1996, on the other rand it also relating social communication, religion and culture etc.

We renewed our council with seventy members around in 26th May 2006. Our main object is to improve the Rakhaing students who are losing hand on education by the lack of financial support, social environment and leading guided day by day their parents can not support their education fees and sometimes they can not go to school. By the lacks of above things our Rakhaing students are living without education, even they can not support their life and struggling for their daily life.

Seventy percent of the Rakhaing in Bangladesh are day worker. They are unable to school and are not able to continue their children’s education.

The most important is that they cannot read and write their own mother tongue.

Cultures and traditions, nevertheless, of Rakhaing community envisioned that of Bangladesh as well it is to say without any hesitation.

We are proud to be a citizen of Bangladesh despite of hundreds of deprivation. The history of Bangladesh is the history of struggle, the history of movements. We had our country independent through a bloody battle, in which millions of lives were scarified. Students, teachers, men, women and all the patriotic people become ahead to take place in that war bearing hopes in their hearts. We are overwhelmed with proud to think that some Rakhaings were also lost their valuable lives, while some lost their assets. We become thrilled and enacted when our grand-parents tell us the story of those brave Rakhaings and their bravery. Our tears went to fall down, it is the tears of bravery happiness, it is the tears of deprivation. Yes deprivation.

The dreams and hopes, bearing which the Rakhaings were engaged in the liberation war of this country. Have the leaders of the country ever thought to make convert those dreams and hopes into reality? We don’t think so as usual. If they (the leaders) ever kept there in their mind, then we don’t have to fight for our existence in there, we don’t have to suffer form deprivation in everywhere. These facts are applicable, as well, for almost all other minority communities in Bangladesh. Do we, including other minorities get the receivable rights as citizen of this country?

Rakhaing community in Bangladesh are now best with manifold problems and it is very rationale to state the Rakhaing as a backward community in this country. Our socio-economic situation in taking critical shape day by day.

Although some Rakhaing are engaged as profession in Government, semi-government, NGO, teaching etc, but they can not deny that the main professions in this community are weaving, fishing, agriculture, goldsmith etc. and the production cost of these have no liked as the price increase of ingredients.
There are many Buddhist monuments and temples that are about to demolish for the lack of proper maintenance and co-operation from the administration, while these are termed as hot only the sacred place for the Rakhaing Buddhist, but also the valuable assets for the country since these are enriching the tourist industry in Bangladesh.
In order to improve the above mentioned situation, it is very important to make our community united to safe our lands, religious assets, language, culture, to uplift our Socio-economic condition.

ရေသ့ေတာင္ၿမိဳ႕နယ္ရွိ အေနာက္ျပင္ရြာတြင္ျဖစ္ပြားခဲ့ သည့္ အၾကမ္းဖက္မႈမ်ားႏွင့္လူဆယ္ ဦးသတ္မႈ တို႔တြင္ ပါဝင္သူအၾကမ္းဖက္ သမား တစ္ရာေက်ာ္ ကို ဖမ္းဆီးၿပီး စစ္ေတြေထာင္သို႔ ပို႔ေဆာင္ထား ၿပီး ျဖစ္ေၾကာင္း ရေသ့ေတာင္ၿမိဳ႕နယ္ ရခိုင္တိုင္းရင္း သားမ်ား တိုးတက္ေရး ပါတီဥကၠဌ ဦးေမာင္လွျမင့္ ကဆိုသည္။

အဆိုပါလူသတ္မႈႏွင့္အ ၾကမ္းဖက္မႈတြင္  ပါဝင္ခဲ့သူမ်ားမွ(၂၂) ဦးကို ဇြန္(၂၁)ရက္ေန႔က  ဖမ္းဆီးခဲ့ၿပီး ထြက္ေျပးေနသူမ်ား  ထဲမွ(၃၁)ဦးကို ဇြန္(၂၂) ရက္ေန႔က ဆက္လက္ဖမ္း ဆီးနိုင္ခဲ့ၿပီးနာက္ ထပ္မံ၍  ပါဝင္သူ (၅၀)ဦး ေက်ာ္ကို ဇြန္လ(၂၃)ရက္ေန႔ကဖမ္း ဆီးခဲ့ သျဖင့္ ျပစ္မႈ ဆိုင္ရာ  ပုဒ္မ -၃၀၂(က) /၁၁၄၊ပုဒ္မ-၂၁၁၊ ပုဒ္မ-၅၀၆  တို႔ အပါအဝင္အျခားျပစ္မႈမ်ားျဖင့္ဖမ္းဆီးခဲ့ၿပီး စစ္ေတြ အက်ဥ္းဦးစီး သို႔ပို႔ ေဆာင္ထား ၿပီးျဖစ္ေၾကာင္း သိရ သည္။

''ဖမ္းမိတဲ့သူေတြကို စစ္ေတြေထာင္ခ်ဳပ္ကိုပို႔တယ္လို႔ေျပာ တယ္။ဒီေန႔လည္းထပ္ၿပီး ဖမ္းမိ တယ္လို႔ၾကားတယ္။ ဘယ္သူေတြက တရားလိုျပဳတယ္ ဆိုတာေတာ့ ေသခ်ာမသိဘူး'' ဟုရေသ့ေတာင္ၿမိဳ႕နယ္ ရခိုင္တိုင္းရင္းသားမ်ား  တိုးတက္ ေရးပါတီဥကၠဌဦးေမာင္လွျမင့္က ဆိုသည္။

အဆိုပါ အခင္းျဖစ္ပြား ပုံမွာဇြန္လ(၁၉) ရက္ေန႔ နံနက္(၆) နာရီခန႔္တြင္ရေသ့ေတာင္ၿမိဳ႕ ႏွင့္ ငါးမိုင္ခန႔္ ကြာေဝးသည့္  ကူေတာင္ ရြာအနီးအိမ္ေျခ(၁၀)လုံးဝန္း က်င္သာ ရွိသည့္ကူေတာင္ေအာက္ရြာသို႔  အ ေနာက္ျပင္ ရြာမွ အၾကမ္းဖက္  သမား တစ္ရာေက်ာ္က ေနအိမ္မ်ားကို မီး ရွို႔ရန္ဝိုင္းထား ခဲ့ၿပီးမီးရွို႔ေနစဥ္ ကူေတာင္ရြာ ႏွင့္ဦးဂါရြာတို႔မွေဒသခံ မ်ားကသိရွိၿပီးအဆိုပါရြာမ်ားမွ ရြာသားႏွစ္ရာခန႔္က ျပန္လည္ခုခံ ရန္ဒုတ္၊ ဓါးမ်ား ကိုင္ေဆာင္ကာ  ကူ ေတာင္ေအာက္ရြာသို႔သြားေရာက္ ခဲ့ေၾကာင္းသိရသည္။

ထိုသို႔ေရာက္ရွိစဥ္အေနာက္ျပင္ရြာမွ အၾကမ္းဖက္သမားမ်ား က၎တို႔ေနထိုင္ရာ အေနာက္ ျပင္ရြာသို႔ျပန္လည္ထြက္ ေျပးသြားခဲ့ ၿပီးထိုသို႔ထြက္ေျပး သူမ်ား ေနာက္သို႔   ကူေတာင္ရြာႏွင့္ ဦးဂါရြာမွ ရြာသား မ်ားကလိုက္သြား ခဲ့သည္ဟုဆိုသည္။ထို႔ေနာက္ အေနာက္ျပင္ရြာသို႔ ေရာက္ရွိသြားၾကၿပီး  အေနာက္ျပင္ ရြာသားမ်ားက ၄င္တို႔ရြာထဲသို႔ ေျပး ဝင္သြားၿပီး  ခဏအၾကာတြင္ေသနက္ ပစ္ေဖာက္သံ တစ္ခ်က္ၾကား ရၿပီး အခ်က္ေပး ဝီစီမ်ားမႈတ္အၿပီးတြင္ အေနာက္ျပင္ရြာမွရြာသား(၆၀၀) ေက်ာ္ခန႔္ထြက္ ရွိလာ ၎တို႔ေနာက္ သို႔လိုက္ပါလာ သည့္ ကူေတာင္ရြာ ႏွင့္ဦးဂါရြာသားမ်ားက လူအင္းအား နည္းသည့္ အတြက္ ထြက္ေျပးၾကရာ မွ တစ္ဦးႏွင့္တစ္ဦး တိုက္မိျခင္း၊လဲက် ျခင္း တို႔ေၾကာင့္ က်န္ရွိခဲ့သည့္ (၁၀) ဦးအား အေနာက္ျပင္ရြာသားမ်ားက  သတ္ဖ်က္ခဲ့ျခင္းျဖစ္ေၾကာင္း ရေသ့ ေတာင္ၿမိဳ႕နယ္မွ ေဒသခံက ဆိုသည္။

အခင္းျဖစ္ပြားရာေနရာ သို႔ တပ္မေတာ္မွ(၉)နာရီ(၁၅)မိနစ္  တြင္အခင္းျဖစ္ပြားၿပီးခ်ိန္တြင္ ေရာက္ရွိသြား ေၾကာင္း၊ အေနာက္ျပင္ ရြာမွရြာသား တစ္ဦးမွ တူးမီးေသနက္ တစ္လက္အား ရဲတပ္ဖြဲ႕အား အပ္ႏွံခဲ့ ေၾကာင္း၊ထိုသို႔ျဖစ္ပြားေနစဥ္အေနာက္ျပင္ရြာမွရြာသားမ်ား က၎တို႔ ေနအိမ္မ်ားကို ေကာက္ရိုး မ်ား ႏွင့္ ကိုယ္တိုင္မီးရွို႔ျခင္း၊၎တို႔ေနအိမ္ မ်ားကိုကိုယ္တိုင္ဖ်က္ဆီးျခင္းမ်ား ျပဳလုပ္ခဲ့ၾက သည္ ဟုေဒသခံ ျဖစ္သူ ဦးေမာင္သန္းျမင့္ ကဆို သည္။

ရခိုင္တိုင္းရင္းသားမ်ား တိုးတက္ေရးပါတီဥကၠဌေဒါက္တာ ေအးေမာင္က''ဒီရေသ့ေတာင္ကိစၥ က လုံျခဳံေရးနဲ႔တရား ဥပေဒစိုးမိုးေရး အားနည္းေနေသး တဲ့အတြက္ဒီ လို ထပ္မံျဖစ္ပြား ေနတာျဖစ္တယ္။ လက္ရွိတာဝန္ယူ ေဆာင္ရြက္ေနတဲ့ အစိုး ရမွာေရာ၊ အေျခခံ ဥပေဒ  အရ သမၼ တကအကူအညီေတာင္း ခံထား တဲ့ တပ္မေတာ္မွာ  ေရာတာဝန္ရွိပါတယ္ လို႔ ပဲျမင္တယ္''ဟုဆိုသည္။
